SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 188.24 to summarize the US Environmental Protection Agency’s (EPA)’s final rule 89 FR 103512 regulating the use of the carbon solvent tetrachloride (CTC).
CTC was one of the first ten chemicals evaluated by the EPA under the amended Toxic Substances Control Act (TSCA). Already banned in all consumer product applications under the US Federal Hazardous Substances Act (FHSA) and phased out under the ‘Montreal Protocol on Substances that Deplete the Ozone Layer’ and the Clean Air Act for most US domestic production related to uses such as degreasers and fire suppressants, CTC is still used as a feedstock for other chemicals, including propellants and foam blowing agents.
Under the new rule, most of the remaining uses of CTC will be permitted if provisions under the Workplace Chemical Protection Program, as outlined in the 89 FR 103512 rule, are met. This leaves only a few prohibitions, including its use as an additive in fuel and plastic components for the automotive industry, which will become effective on June 16, 2025.
