Toy standards EN 71 Parts 15 to 17 published by CEN

Geneva (April 4, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 048.25, summarizing the European Committee for Standardization’s (CEN) publication of three new test methods for several chemicals in certain toys or toy materials.

Currently, the Toy Safety Directive (TSD) restricts 12 chemicals in toys intended for children under 36 months or intended to be placed in the mouth, with some chemical restrictions applying only to specific materials in these categories.

Three new CEN standards were published in February 2025 for the determination of formamide content, three flame retardants and four preservatives in toys or toy materials listed in Appendix C of the TSD:
– EN 71-15:2025 ‘Formamide in foam toy materials (content)’
– EN 71-16:2025 ‘Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials
– EN 71-17:2025 ‘Certain isothiazolinones (MIT, CIT, BIT) in aqueous toy materials

These new standards are now a part of the EN 71 series of toy safety standards, which includes EN 71 Parts 1-5, 7, 8 and 10-20. They must be adopted as national standards no later than August 2025.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 048.25 includes helpful tables highlighting the new CEN standards and applicable chemicals, including their full names, abbreviations and chemical abstract service (CAS) numbers.

Stakeholders are encouraged to refer to the original SafeGuardS 048.25 for more details.
