France introduces voluntary environmental cost labels for textiles

Geneva (October 29, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 146/25 to provide stakeholders operating in France with an overview of the country’s new environmental cost labeling requirements for textile products.

On September 6, 2025, France released Decree n°2025-957 and an associated Arrêté, setting out the framework for calculating and disclosing environmental impact scores. The system applies to most clothing articles and allows manufacturers, importers and marketers to voluntarily display standardized labels showing aggregated environmental impacts in ‘impact points’. A lower score indicates a lower environmental cost.

Although participation is voluntary, disclosure becomes mandatory if companies make environmental impact claims. Additionally, from October 2026, third parties such as retailers and NGOs will be allowed to publish environmental cost scores if the brand has not done so themselves.
