Baar (January 20, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 190.25 to inform stakeholders about Health Canada’s proposal to introduce mandatory safety requirements for lithium-ion batteries and consumer products containing them under the Canada Consumer Product Safety Act (CCPSA).
The CCPSA regulates the safety of consumer products that are sold, imported or advertised in Canada and prohibits products that pose an unreasonable danger to human health or safety. In response to emerging risks associated with lithium-ion batteries, Health Canada has proposed introducing battery-specific technical requirements, rather than relying solely on the Act’s general hazard provisions.
The proposed requirements aim to address hazards including overheating, thermal runaway, electrical short circuits and risks of fire or explosion during use, charging or storage. The scope of the proposal is broad and is expected to cover consumer electronics, battery-powered household products, light electric vehicles (LEVs) such as eBikes and scooters, toys and recreational products, as well as consumer-use tools and equipment.
Health Canada intends to rely on recognized international lithium-ion battery safety standards as benchmarks for compliance rather than developing new test methods. Products designed and tested to standards such as CSA C22.2 No. 62133-1 and CSA C22.2 No. 62133-2, or equivalent standards, may be better positioned to demonstrate compliance.
Health Canada is accepting stakeholder feedback during the pre-consultation period from December 2, 2025, to February 14, 2026.
