SGS, the world’s leading testing, inspection and certification company, is reminding stakeholders that the authorities in Canada have issued a proposal to replace their regulations for baby carriages and strollers.
Issued on June 11, 2022, the proposed legislation contains a number of important provisions:
- Addresses hazards identified since the previous Carriages and Strollers Regulations came into force in 1985
- Aligns the mechanical property requirements with those in other jurisdictions through ambulatory incorporation by reference of international standards, including a period which stakeholders may meet the previous or new version of the international standard
- Maintains alignment of the requirements for surface coating materials and toxicological properties with other Canadian regulations
- Standardizes phthalates requirements with Canada’s Phthalates Regulations
- Updates information and warning requirements
If/when it’s adopted, the proposed regulation will replace and repeal the current regulations, which have not substantively changed since 1985. They were introduced under Part II of Schedule I to the Hazardous Products Act (HPA) and subsequently transferred under the Canada Consumer Product Safety Act (CCPSA) in 2016.

The proposals are currently open to consultation, with comments being accepted until August 20, 2022. If accepted, they will enter into force on the day on which they are published in the Canada Gazette, Part II.
