SGS, the world’s leading testing, inspection and certification company, is advising stakeholders that the European Chemical Agency (ECHA) has added N-(hydroxymethyl)acrylamide as a substance of very high concern (SVHC) to its Candidate List.
N-(hydroxymethyl)acrylamide is classified as carcinogenic and mutagenic. Its potential uses include:
- Fluoroalkyl acrylate copolymers
- Monomer for polymerization
- Paints and coatings
Following the addition of this new SVHC on June 10, 2022, the Candidate List now totals 224 entries.
The complexities of supply chains and production processes mean SVHCs can be introduced into consumer products at a variety of stages.
Under Article 33 of Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), manufacturers and importers of articles in the European Union (EU) and European Economic Area (EEA) are under a various obligation to safeguard consumers and the environment.
These include:
- Providing information to allow the safe use of a product upon supply, and to consumers within 45 days upon request, when the concentration of the SVHC in an article exceeds 0.1% (w/w)
- Notifying the ECHA if an article contains an SVHC in a concentration above 0.1% and at a quantity over one tonne per year (Article 7)
Since January 5, 2021, EU producers, importers, assemblers and distributors of articles containing SVHCs on the Candidate List above 0.1% w/w have also been required to submit a notification to the Substances of Concern in articles as such, or in complex objects (Products) (SCIP) database under the Waste Framework Directive (WFD).
The notification deadline for the new SVHC is December 10, 2022.
