Utah Requires Sterilization Permit Number on Quilted Clothing Labeling

Utah has become the first US state to require a sterilization
permit for quilted clothing and apparel and from January 1, 2022. The
sterilization permit number must be included on the textile label.

The sterilization permit number will be issued by Utah’s
Department of Agriculture and Food. It will identify the sterilizing facility,
person, or company and certifies that the filling material is safe for consumer
use. Sterilization permit numbers are unique to the sterilization facility.

Utah Code Annotated § 4-10-14 came into effect on May 10, 2016,
before being renumbered as Utah Code Annotated § 4-10-113 on July 1, 2017. It
requires filling materials to be sterilized before used in new bedding,
upholstered furniture, or quilted clothing. Manufacturers of quilted clothing
were given a five-year transition period to include the sterilization permit
number on textile labels, meaning an enforcement date of January 1, 2022.

‘Quilted clothing’ is defined as being a filled garment or apparel,
exclusive of trim used for aesthetic effect, or a stiffener, shoulder pad,
interfacing, or other material that is made in whole or in part from filling
material and sold or offered for sale.

‘Filling material’ means cotton, wool, kapok, feathers, down,
shoddy, hair, or other material, or a combination of materials, whether loose
or in bags, bales, batting, pads, or other prefabricated from that is, or can
be, used in bedding, upholstered furniture, or quilted clothing.

Stakeholders are advised to now check their quilted clothing
products conform to the latest regulations.
