The General Secretariat of the Andean Community, a customs union
comprising Bolivia, Colombia, Ecuador and Peru, has announced a delay to the
enforcement of Resolution No. 2107 “Andean Technical Regulation for
the Labelling of Footwear, Leather Goods, Travel and Similar Items.”
Originally passed in November 2019, it was planned that the technical
regulation would be enforced twelve months after it was published in the
Official Gazette of the Cartagena Agreement. The COVID-19 pandemic has,
however, made it necessary to amend this date and, following Andean Community
Decision 827, the new enforcement date is now November 15, 2021.
Andean Technical Regulation No. 2107 covers the requirements concerning
the presentation of labelling information for:
- Footwear
- Leather goods
- Travel items
and similar goods

It also covers safety conditions and has the objective of prevent
misleading practices.
Labels must contain, as a minimum, the following information:
- Predominant
materials that make up the product - Manufacturer
or Importer identification - Size
(footwear only) - Country of
origin or manufacture
This information may be presented on one or more label, which must be indelible,
legible, visible and easily accessible to the consumer. The information must be
presented in Spanish, although additional languages, expressions,
abbreviations, symbols or pictograms may be used.
