Geneva (September 19, 2025) – SGS, the world’s leading testing, inspection and certification company, has issued SafeGuardS 133.25 to inform stakeholders of new legislation in Brazil governing regenerated cellulose films intended for food contact.
On August 28, 2025, Brazil’s Ministry of Health/National Health Surveillance Agency (ANVISA) issued two documents establishing sanitary requirements and authorized substances for food contact regenerated cellulose films. The legislation transposes Mercosur GMC Resolution No. 16/25 into Brazilian domestic law.
Normative Instruction No. 396 of August 27, 2025, establishes two positive lists of authorized substances for manufacturing regenerated cellulose films: Annex I for uncoated films and Annex II for films coated with cellulose derivatives. Resolution of the Collegiate Board of Directors RDC No. 992 of August 27, 2025, sets out additional sanitary requirements. These include a specific migration limit of 0.01 mg/kg for the sum of primary aromatic amines using simulant B (3% acetic acid) and conditions for using the authorized lists of substances under IN No. 396/2025.
The provisions in both IN No. 396/2025 and RDC No. 992/2025 will come into effect on February 28, 2026, six months after publication in the Official Gazette of the Union. RDC No. 992/2025 also repeals Resolution RDC No. 217/2002, the previous technical regulation on regenerated cellulose films in contact with food.
