Brazil Seeks Feedback on Revised Conformity Assessment Requirements for Metal Cookware

Geneva (September 25, 2025) – SGS, the world’s leading testing, inspection and certification company, has issued SafeGuardS 136.25 to inform stakeholders about Brazil’s public consultation on revisions to the country’s conformity assessment requirements for metal cookware.

On August 21, 2025, Brazil’s National Institute of Metrology, Quality and Technology (INMETRO) released Public Consultation No. 25 of August 19, 2025 (PC No. 25/2025). The consultation seeks to revise INMETRO Ordinance No. 499/2021, which outlines the consolidated quality technical regulations and conformity assessment requirements for metal cookware.

Key proposed changes include:
– Classification of metal pressure cookers as economic activity risk level III, and other metal cookware as risk level I under Ordinance No. 282/2020
– Certification and registration obligations for both pressure cookers and other metal cookware before use of conformity identification seals (CISs)
– Permitted use of any metallic material for cookware bodies, subject to compliance with technical regulations and ANVISA resolutions
– Allowance for cookware lids to be manufactured from materials different from the body, provided requirements are me
– Updated specifications for hardness, vitreous enamel, and resistance to thermal shock and impact
– Modified requirements for self-declaration of metals used in cookware bodies and lids
– Clarifications on CIS requirements for cookware with or without non-stick coatings

If adopted, the ordinance will enter into force on the day of its publication in the Official Gazette of the Union (Diário Oficial da União, DOU).

SGS publishes SafeGuardS to keep industry stakeholders informed about regulatory and compliance developments. SafeGuardS 136.25 outliens Brazil’s proposed revisions to metal cookware regulations.

Stakeholders are advised to review SGS’s original SafeGuardS 136.25 to learn more.
