On July 10,
2020, the National Development and Reform Commission (NDRC) in China released Notice
[2020] No. 1146 defining the scope of the microbead ban in rinse-off cosmetic
products.
According to Notice
No. 1146, the prohibition applies to:
- Rinse-off cosmetic products intended for scrubbing, exfoliating, and
cleaning etc. – including shower gels, facial cleaners, scrubs and shampoos - Toothpastes and toothpowders

Microbeads are
defined as:
- Intentionally added plastic particles which are less than 5 mm

This follows
the NDRC’s Notice [2020] No. 80, which banned the used of microbeads in
cosmetic products. This was released on January 16, 2020. Notice No. 80
included a ban on:
- Manufacturing cosmetic products containing plastic microbeads – by the
end of 2020 - Sale of cosmetic products containing plastic microbeads – by the end of
2022

Stakeholders
are advised to now check their products comply with the ban, which will come
into force by the end of 2020.
