Geneva (November 7, 2025) – SGS, the world’s leading testing, inspection and certification company, has issued SafeGuardS 137.25 to inform stakeholders about the latest developments in China’s regulation of hazardous substances in electrical and electronic products.
On August 1, 2025, China released GB 26572-2025 – Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products – the country’s first mandatory restriction of hazardous substances (RoHS) standard. It will take effect on August 1, 2027, replacing GB/T 26572-2011.
The new standard expands the number of restricted substances from six to ten, adding four phthalates (DBP, DIBP, BBP and DEHP) to align with global regulatory frameworks like EU RoHS. It also designates the GB/T 39560 series as the sole testing methodology, ensuring greater consistency and reliability in compliance results.
GB 26572-2025 introduces a two-category system for electrical and electronic products. Category I products listed in the compliance management catalogue must meet both substance limits and labeling requirements, while Category II products are only subject to labeling obligations. In addition, by incorporating SJ/T 11364-2024, the standard elevates labeling requirements to national status, enhancing transparency for consumers.
Finally, the standard updates terminology by replacing ‘restricted substances’ with ‘hazardous substances’ and introducing new definitions, including an environment-friendly use period, exemption and catalogue for the compliance management of restricted hazardous substance use in electrical and electronic products.
SGS publishes SafeGuardS to keep stakeholders informed about regulatory and compliance developments. SafeGuardS 137.25 outlines the latest mandatory RoHS requirements in China.
Stakeholders are advised to review SafeGuardS 137.25 to find out more about the updates to terms and definitions ahead of the August 2027 enforcement date.
