SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 168.24 to summarize the US Consumer Product Safety Commission’s (CPSC) notice of proposed rulemaking (NPR) that would revise the consumer product safety rule for toys, 16 CFR 1250. New performance requirements and revised labeling requirements for neck floats have been proposed to be added.
Under the mandatory toy safety standard, the 16 CFR 1250 NPR is intended to protect children from the risk of drowning by regulating the hazards associated with neck floats. The following new requirements are proposed:
– Conditioning procedure
– Minimum buoyancy requirements
– Restraint system requirements
– Neck opening test requirements
– Marking, labeling and instructional literature requirements
An effective date of 180 days after publication of the final rule in the Federal Register has been proposed, with comments accepted until January 21, 2025.
