EU Permits HEPB as Preservative in Cosmetics

On November 6, 2019, the European Commission amended Annex V of
Regulation (EC) No. 1223/2009 on cosmetics to allow the use of Hydroxyethoxyphenyl
Butanone (HEPB) as a preservative.

HEPB (4-(3-ethoxy-4-hydroxyphenyl) butan-2-one) has the function
of preservative and skin conditioning. Its approval for use as a preservative in
rinse-off, oral care and leave-on cosmetic products, to a maximum concentration
of 0.7%, follows opinions SCCS/1582/16 and opinion SCCS/1604/18 of the
Scientific Committee on Consumer Safety (SCCS).

The amendment was made via Regulation (EU) 2019/1858, with the change coming into force on
November 27, 2019.
