Food Contact Materials Law Updated in The Netherlands

Geneva (August 5, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 111.25, which details changes to the Netherlands’ Commodities Act (Regulation on Packaging and Consumer Products) regarding food contact materials and articles.

The Regulation of the State Secretary for Health, Welfare and Sport of June 12, 2025, reference number 4131373-1083806-WJZ (the Amendment) revises several chapters in Part A of the Annex to the Regulation.

These amendments include:
– Revising the use of substances and their specifications, including those for phthalates and metals
– Aligning the specific migration limit (SML) for some substances with those in Regulation (EU) No. 10/2011 on food contact plastics
– Making some technical amendments and corrections, including but not limited to modifying the term ‘butyl benzyl phthalate, containing not more than 1% dibenzyl phthalate’ to ‘benzyl butyl phthalate, containing not more than 1% dibenzyl phthalate’

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 111.25 includes a helpful table summarizing key changes to the Regulation.

Stakeholders are encouraged to refer to the original SafeGuardS 111.25 for more details.
