India Expands Regulated Substance List for Food Contact Plastics

SGS, the world’s leading testing, inspection and certification company, is advising stakeholders that India has expanded the number of substances in food contact plastics that are subject to migration limits.

Food Safety and Standards (Packaging) Second Amendment Regulations, 2022, was issued by the Food Safety and Standards Authority of India (FSSAI) in August 2022. This amendment, which updates the 2018 regulations, adds two new substances to the list, bringing the total number of regulated substances to nine. The two substances added to Regulation 4, sub-regulation (4), Table 1 ‘Requirements for the specific migration limits of substances from plastic materials intended to be in contact with articles of food’, are:

– Antimony
– Phthalic acid, bis (2-ethylhexyl) ester (DEHP)

The complete list of regulated substances with maximum specific migration limits under the nation’s Food Safety and Standards (Packaging) Regulations is:

1. Barium – 1.0 mg/kg
2. Cobalt – 0.05 mg/kg
3. Copper – 5.0 mg/kg
4. Iron – 48.0 mg/kg
5. Lithium – 0.6 mg/kg
6. Manganese – 0.6 mg/kg
7. Zinc – 25.0 mg/kg
8. Antimony – 0.04 mg/kg
9. DEHP – 1.5 mg/kg

The amendment came into effect on August 31, 2022, and stakeholders are reminded to now check their food contact plastic materials and articles conform to the updated regulatory requirements.
