Minnesota proposes ban on toxic chemicals in packaging

Geneva (April 4, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 049.25, summarizing a proposed ban on toxic chemicals in packaging for the US state of Minnesota.

Introduced in February 2025 as SF 1380, the proposed ban has identified 18 chemicals of classes of chemicals for restriction. If approved, it will become effective in January 2028.

The Minnesota Statutes Section 105A.03 defines ‘packaging’ as a container or any related material providing a means for transporting, marketing, protecting or handling a product. This includes pallets and packaging materials, such as blocking, bracing, cushioning, weatherproofing, strapping, coatings, closures, inks, dyes, pigments and labels.

SGS experts publish SafeGuardS to inform stakeholders about market and regulatory changes that could impact their business. SafeGuardS 049.25 includes a useful table with highlights of SF 1380.

Stakeholders are encouraged to refer to the original SafeGuardS 049.25 for more details.
