Baar (December 23, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 187.25, reporting on the Toy Safety Regulation (TSR) (2025/2509). The Regulation was published on December 12, 2025, and includes new obligations for manufacturers, retailers and importers, such as the Digital Product Passport.
The TSR is the major legislative framework for toy safety in the EU, and defines applicable products as those intended for play, whether or not exclusively, for children under 14, with a clear statement that “intended for use in play” should be interpreted as what parents or supervisors can reasonably assume.
The technical design and mode of operation for the Digital Product Passport is still to be developed. Content is similar to the current declaration of conformity but requires additional information.
Intentionally-added per- and polyfluoroalkyl substances (PFAS) have been prohibited under the TSR, with bans also placed on endocrine disruptors and ten bisphenols. These measures strengthen the chemical requirements for EU toy products.
SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 187.25 contains further helpful information, including tables listing applicable substances, endocrine disruptors, heavy metals limits and restrictions on N-nitrosamines and N-nitrosatable substances in five categories of toys. The current Directive 2009/48/EC will be repealed on August 1, 2030, after which only Regulation 2025/2509 will apply. Transitional arrangements are also detailed in SafeGuardS 187.25
