New Toy and Children’s Products Standard Consultation in Hong Kong

Baar (December 23, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 183.25, reporting on Hong Kong’s launch of a consultation on draft amendments to several standards for toys and children’s products.

The Hong Kong government launched the one-month consultation on December 1, 2025. The proposed revisions cover changes to adopt up-to-date operative versions of standards for Hong Kong’s Toys and Children’s Products Safety Ordinance (the Ordinance, Cap 424).

Cap 424 mandated compliance for all toys and children’s products with all applicable requirements in one of the safety standards specified in the Ordinance’s Schedule 1 (Toy Standards) or Schedule 2 (Schedule 2 Product Standards).

The draft proposals adopt the most recent standards for toys and four categories of children’s product and include an Annex that provides details of the intended changes. Comments will be accepted until December 31, 2025.
