In March 2021, the U.S. state of New York published
a draft bill that will, if accepted, require some seasonal and decorative
lighting products to carry the following warning statement:
WARNING: HANDLING THE COATED ELECTRICAL WIRE OF
THIS PRODUCT MAY EXPOSE YOU TO LEAD. WASH HANDS THOROUGHLY AFTER USE.
The bill, SB 5675, relates to seasonal and
decorative lights that are sold or distributed within the state and which have
an electrical cord casing that contains lead.
Seasonal and decorative lights are defined as being:
- Portable
- Plug-connected
- For temporary use

These products are factory assembled, with
“push-in, midget or miniature screw base lamp holders connected in series or
parallel, directly across the 120-volt input.”
Examples of these products include:
- Wired holiday string lights
- Pre-lit artificial Christmas trees, plants,
stockings, stars, etc.

The bill will come into effect 90 days after it
becomes law, with a civil penalty of not more than USD 1,000 for each entity
found to be in violation of the law.
