The EU’s Official Journal publication of the Toy Safety Regulation (TSR) on December 12, 2025, marked the beginning of major changes for businesses selling toys. Defining these products as those intended for play, whether or not exclusively, for children under 14, the TSR is a major overhaul and codification of the existing Toy Safety Directive. Manufacturers, retailers and importers must be aware of their new obligations under the TSR to ensure their products can be sold legally and safely in EU markets.

Many of these are now recognized as harmful to human health and the environment.
