SGS Publishes Summary of New Canadian Carriage and Stroller Regulations

SGS, the world’s leading testing, inspection and certification company, has published a SafeGuardS to help stakeholders gain a better understanding of Canada’s new regulations for children’s carriages and strollers.

SOR/2023-101 – the new Carriages and Strollers Regulations – were published by Health Canada in the Canada Gazette, Part II, on June 7, 2023. Their aim is to reduce the number of injuries to children, and more specifically to address known hazards, such as strangulation and entrapment, and the integrity of car seat attachments.

The new regulations refer to international standards through ambulatory incorporation, ensuring alignment with the mechanical requirements in other jurisdictions. There is also alignment with toxicological, applied coating materials and phthalate requirements in other Canadian regulations.

SGS has published SafeGuardS 072.23 to help stakeholders understand the scope of the new regulations. It includes details of the mechanical, toxicological, applied coating material and phthalate requirements, as well as information and warning requirements.

To learn more about how the new regulations might affect access to Canadian markets, stakeholders are advised to review SGS’s original SafeGuardS 072.23.

The regulations include the following definitions:

– Carriage – wheeled vehicle that is designed to transport a child in a reclined or horizontal position, and includes a wheeled vehicle that is designed to be converted to function as a carriage and has been so converted
– Stroller – wheeled vehicle that is designed to transport a child in a seated position and includes a wheeled vehicle that is designed to be converted to function as a stroller and has been so converted

SOR/2023-101 replaces SOR/2016-167. It came into effect on June 7, 2023, but there is a transition period of 180 days during which stakeholders can continue to manufacture, import, advertise and sell products conforming to the previous standard.
