SGS Summarizes China’s Revised List of Highly Restricted Toxic Chemicals

SGS, the world’s leading testing, inspection and certification company, has published a summary of China’s latest revision to its list of prohibited chemicals.

The country’s Ministry of Ecology and Environment (MEE) and other competent authorities announced their latest list of highly restricted toxic chemicals on October 18, 2023. This list contains chemicals prohibited under the Stockholm Convention on Persistent Organic Pollutants (POP), Rotterdam Convention on Hazardous Chemicals and the Minamata Convention on Mercury.

The latest list, the ‘2023 List’, differs in several ways to the previous ‘2020 List’, including:
– Two entries added:
1. Decabromodiphenyl ether (Deca-BDE)
2. Perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds
– Hexabromocyclododecane (HBCDD) deleted
– Permitted use of perfluorooctane sulfonate (PFOS), its salts and perfluorooctane sulfonyl fluoride (PFOS-F) restricted only to the manufacture of fire-fighting foams until December 31, 2023
– Time-limited use of short-chain chlorinated paraffins (SCCP) added

SGS publishes SafeGuardS to keep stakeholders informed about regulatory changes that may affect their businesses. SafeGuardS 146.23 provides an overview of China’s revision to it highly restricted toxic chemicals list and includes a table detailing the permitted uses and their timelines (where appropriate) for Deca-BDE, SCCP and PFOA, its salts and PFOA-related compounds.

The amended list came into effect on October 18, 2023.
