SGS Summarizes Latest US CPSC Direct Final Rule for Toys

SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 013.24 to provide stakeholders with a summary of a US direct rule requiring toys to comply with ASTM F963-23.

Issued by the US Consumer Products Safety Commission (CPSC) on January 18, 2024, direct final rule 16 CFR 1250 incorporates the latest version ASTM F963–23 (Standard Consumer Safety Specification for Toys).

Among the changes brought in by the revised standard are multiple provisions relating to:
– Battery accessibility
– Expanding materials
– Sound-producing toys
– Projectiles

The standard has also been amended to align with federal and CPSC requirements on phthalates, toy substrate material exemptions and tracking labels.

SGS publishes SafeGuardS to keep stakeholders informed about regulatory and market changes that could impact their business. Provided the CPSC does not receive adverse comments before February 20, 2024, the direct final rule will come into effect on April 20, 2024.
