South Korea Introduces New Requirement for Young Children’s Rubber Nipples

On May 29, 2020, South Korea put into effect its revised standards
and specifications for food contact materials and articles. This included, for
the first time, a requirement relating to volatile organic matter (VOM) in
rubber nipples for young children.

Under the terms of Chapter 3 of South Korea’s Food Sanitation Act,
the Ministry of Food and Drug Safety (MFDS) is required to establish standards
and specifications for food contact utensils, containers and packaging. The Act
prohibits the presence or use of toxic/harmful chemicals.

Notice No. 2020-43, published by the MFDS on the day it came into
effect, May 29, 2020, makes several important changes. These include:

  • Revising common manufacturing standards and specifications, including improved methods and layouts
  • Clarification that recycled synthetic resins (recycled plastics) can be used for materials and articles that do not come into direct contact with food, such as those in multi-layer articles, and subject to these recycled materials not imparting harmful substances into the food
  • A completely new requirement of no more than 0.5% total volatile organic matter (VOM) for rubber nipples for young children and its
    corresponding method (200 °C, 4 hours)

Stakeholders are advised to now check their product conform to South
Korea’s current requirements.
