Two Persistent Chemicals Regulated in Singapore

Geneva (March 3, 2025) – SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 030.25, reporting on two amendments regulating long-chain perfluorocarboxylic acids (LC-PFCAs) and medium-chain chlorinated paraffins (MCCPs) under Singapore’s Environmental Protection and Management Act (EPMA) 1999.

LC-PFCAs and MCCPs are used in various industrial applications including lubricants, paints and plastics. Under the Stockholm Convention, they are recognized as candidate persistent organic pollutants. Singapore is a signatory to the Convention, ratifying it in May 2005 and entering it into law in August 2005.

Under the EPMA, two amendments published in January 2025, S85/2025 (the Order) and S86/2025 (the Regulations) have been issued to control LC-PFCAs and MCCPs, effectively prohibiting them when they are contained in any substance, preparation (mixture) or product. There are no exclusions provided.

SGS experts publish SafeGuardS to keep stakeholders informed about regulatory changes that could impact their business. SafeGuardS 030.25 includes links to S85/2025 and S86/2025, as well as their definitions of LC-PFCAs and MCCPs.

Stakeholders are encouraged to refer to the original SafeGuardS 030.25 for more details.
