The US Consumer Product Safety Commission
(CPSC) has issued a direct final rule updating its safety standard for
hand-held infant carriers.
Direct final rule 16 CFR 1225 incorporates
the latest version of ASTM International’s ‘Standard Consumer Safety
Specification for Hand-Held Infant Carriers’ – ASTM F2050-19 – into the safety
standard without modifications.
‘Hand-held infant carrier’ is defined in
the standard as:
“A freestanding, rigid-sided or
semi-rigid-sided product intended to carry an occupant whose torso is
completely supported by the product to facilitate transportation by a caregiver
by means of hand-holds or handles.”
ASTM F2050-19 has two major changes that
stakeholders should be aware of:
- Definition
now includes semi-rigid-sided products (harmonized with the definition in 16 CFR 1225) - Warning statement and pictogram requirements added in regard to fall hazards during
shopping cart use
US CPSC published the direct final rule on
May 20, 2020, and it will come into effect on August 3, 2020.
