South Korea has announced its intention to establish a restriction
on bisphenol A (BPA) in thermal paper.
Issued in Notice 2021-0027 of January 29,
2021, ‘Draft Administrative Notice on Establishment of Safety Standards for
Household Goods Subject to Safety Standards (Thermal Paper)’ has the proposed
requirement that BPA will be restricted to less than 0.02% (200 mg/kg) in
thermal paper.
The update impacts products that are
subject to safety standards under Article 28 of the Electrical Appliances and
Household Goods Safety Management Act. If accepted, the restriction will be
made under Annex 25, a standard that stipulates test methods and requirements
for safety and labeling.
The announcement was made by the Korean
Agency for Technology and Standards (KATS). They are currently holding a
consultation, which will end on March 30. 2021. According to World Trade
Organization (WTO) document 21-1734, the proposed date of adoption, if
accepted, will be in May 2021. The proposed date of entry into force will then
be in May 2022. These dates may be pushed back.
