In December 2019, Health Canada published several
revisions to it Cosmetic Ingredient Hotlist. These changes altered its list of
Prohibited and Restricted Ingredients.
The changes enacted by these amendments were
originally proposed in May 2019. At that time, there was also a warning
sentence for products containing eucalyptus oil proposed, but this was not
adopted.
Stakeholders should be aware of the following updates:
- Sodium bromate – banned
- Dihydrocoumarin – becomes a restricted substance with maximum permissible limits of:
- Leave-on products: 0.035%
- Rinse-off products: 3.5%
- Disulfiram, thiuram, thiuram disulfides and thiuram monosulfides become restricted substances with a maximum permissible limit of 14% in latex products
- Thioglycolic acid and its salts – new conditions when used in hair dyes and around the eyes. Maximum permissible limits:
- 11%, as thioglyclic acid, with a pH less than or equal to 9.5, in eyelash curling products
- 8%, as thioglyclic acid, with a pH less than or equal to 9.5, in hair dyes, waving or straightening products
- 11%, as thioglyclic acid, with a pH less than or equal to 9.5, in hair dyes, waving or straightening products for professional use
- 5%, as thioglyclic acid, with a pH less than or equal
to 12.7, in depilatory products
Stakeholders should be aware that the new conditions
for thioglycolic acid and its salts also require a relevant warning sentence to
be included for each product category.
Stakeholders are now advised to check their products
comply with the latest revisions to the Canada’s Cosmetic Ingredient Hotlist.
