EU Adds New Substance to Approved UV Filters in Cosmetic Products

The European Commission has published
Regulation (EU) 2020/1684 of November 12, 2020, to allow
Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate as
a UV filter in cosmetic products.

The updated regulation comes into effect on December 2, 2020, amending
Annex VI to Regulation (EC) No. 1223/2009 and allowing the use of 2-ethoxyethyl
(2Z)-2-cyano- 2-[3-(3-methoxypropylamino) cyclohex-2-en-1- ylidene]acetate,
also known as Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate, as
a UV filter in cosmetic products. The approval comes with some conditions.

The conditions include:

  • Not to be
    used in applications that may lead to exposure of the end-user’s lungs by
    inhalation
  • Do not use
    with nitrosating agents – maximum nitrosamine content: 50 μg/kg
  • Keep in
    nitrite-free containers

The new regulation follows Opinion
SCCS31605/19 of the Scientific Committee on Consumer Safety (SCCS), which
concluded that Methoxypropylamino Cyclohexenylidene Ethoxyethylcyanoacetate is
safe to be used as UV filter in cosmetic products at a maximum concentration of
3%, so long as these three conditions are met.

The substance has not been assessed for inhalation
toxicity and, because it is a secondary amine, it should not be used with
nitrosating agents and its nitrosamine content should be kept at a level of
less than 50ppb.
