Law No. 2718-IX of November 3, 2022 ‘On Materials and Articles Intended to Come into Contact with Food’ was published in the Voice of Ukraine on November 19, 2022. It contains elements from several pieces of European Union (EU) legislation:
– Regulation (EC) 1935/2004 (Framework Regulation)
– Regulation (EC) 2023/2006 (Good Manufacturing Practice (GMP))
– Regulation (EC) 450/2009 (Active and Intelligent Materials and Articles)
It covers food contact materials made from:
– Active materials and articles
– Intelligent materials and articles
– Adhesives
– Ceramics
– Cork
– Rubber
– Glass
– Ion-exchange resin
– Metals and alloys
– Paper and cardboard
– Plastics
– Printing inks
– Regenerated cellulose
– Silicones
– Textiles
– Varnishes and coatings
– Wax
– Wood
SGS has published SafeGuardS 135.22 to help stakeholders understand the impact of Law No. 2718-IX on food contact materials and articles. It includes a table summarizing the law.
Important dates associated with the law:
– Entry into force: November 20, 2022
– Provisions (other than those indicated below): November 19, 2025
– Clauses 2, 4 and 5 to Section VII ‘Final and Transitional Provisions’ (except for a few paragraphs under clause 4 which will become effective on November 19, 2025): November 20, 2022
