SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 068.24 to keep stakeholders up to date with Australia’s plan to list two persistent organic pollutant (POP) chemicals under Schedule 6 in the Industrial Chemicals Environmental Management (Register) Instrument 2022 (IChEMS Register).
The two chemicals are:
– Dechlorane Plus® – a polychlorinated flame retardant
– UV-328 – an ultra-violet (UV) radiation absorber
Schedule 6 chemicals are defined as having essential uses but are likely to cause serious or irreparable harm to the environment.
The proposed scheduling was announced by Australia’s Department of Climate Change, Energy, the Environment and Water (DCCEEW) on April 15, 2024, with a planned effective date of July 1, 2026. At that point, they will be prohibited from manufacture, import, use and export, with derogations for unintentional trace contamination (UTC), time limited essential uses and disposal, and for articles (products) in use prior to the effective date of the decision.

The consultation organized by the DCCEEW also include three chemicals that present a lower risk to the environment:
– Schedule 2 (unlikely to cause harm to the environment) – Melamine and boric acid and its precursors
– Schedule 3 (potential to cause harm to the environment) – b-alanine
If adopted, these three lower concern chemicals would be required to conform to IChEMS minimum standards.
