SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 117.24 to provide toy manufacturers and suppliers with an overview of Montenegro’s further alignment of its toy safety requirements with European Union (EU) legislation.
Montenegro originally published its Rulebook on Toy Safety (OGM No.4/2015) in 2015. This effectively adopted EU Directive 2009/48/EC, the so-called Toy Safety Directive (TSD) and five subsequent amendments.
On July 5, 2024, the country issued ‘Rulebook on Amendments to the Rulebook on Toy Safety’ (OMG No. 65/2024) to bring its toy safety requirements into alignment with the latest EU rules. Changes include:
– Expanding the number of terms and definitions under Article 3 to include ‘designed speed’, ‘placing on the market’, ‘withdrawal of toy’ and ‘mark of conformity’
– Providing the latest list of products that are not considered as toys (Annex I)
– Detailing the updated particular safety requirements for physical and mechanical properties, flammability, chemical properties, electrical properties, hygiene and radioactivity (Annex II) – these include strengthened requirements for the migration of aluminum and lead as well as allergenic fragrances
– Amending the criteria for the classification of substances and mixtures (Appendix B)
– Expanding the number of restricted substances for toys intended for children under 36 months or in other toys intended to be placed in the mouth from 4 to 12 (Appendix C).
