Thailand Proposes Mandated Standard for Food Contact Stainless Steel Utensils

SGS, the world’s leading testing, inspection and certification company, is advising stakeholders that Thailand intends to mandate TIS 3206-2565 (2021) ‘Stainless Steel Utensils for Food: Safety Requirement’.

Thailand’s Ministry of Industry has issued a draft ministerial regulation, circulated by the World Trade Organization (WTO) on September 2, 2022, attached to WTO document 22-6570. It mandates TIS 3206-2564 (2021) as the safety standard for stainless steel utensils used in households, restaurants and canteens – e.g., bowls, dishes, food trays, frying pans, pots and spoons or utensils with stainless steel as the main material/component in contact with food.

The draft ministerial regulation also includes exemptions for:

  • Stainless steel seamed stockpots – regulated by TIS 2440-2552 (2009)
  • Utensils used for storage or transportation
  • Tools used in non-thermal processing of food or in the slaughterhouse

TIS 3206-2564 (2021) contains, inter alia, requirements of the specific release limits (SRLs) for selected heavy metals:

  • Arsenic (As): 0.002 mg/kg
  • Cadmium (Cd): 0.005 mg/kg
  • Chromium (Cr): 0.250 mg/kg
  • Lead (Pb): 0.010 mg/kg
  • Manganese (Mn): 1.8 mg/kg
  • Nickel (Ni): 0.14 mg/kg

The standard also directs the use of set documents for analysis. SGS has created SafeGuardS 108.22 to detail these documents along with additional details on Thailand’s draft ministerial regulation.

Stakeholders should be aware that according to the draft ministerial regulation, TIS 3206-2564 (2021) will become mandatory 270 days after publication in the Government Gazette.
